KFXM claiming to be #1 by a wide margin by a Pulse ratings survey. It's been a year, why wasn't K/MEN #1?

I thought that the K/MEN claim was that K/MEN beat KFXM in just a matter of weeks after they signed on?
If they were still behind KFXM a year in, did they ever actually beat KFXM? Or was Really #1 Radio just an unfounded claim (we couldn't say it on television--or the survey--if it wasn't true!)
I think "Seagrams" by The Viceroys
is the flip side of "Granny's Pad" , a cool surf/garage sound from the North West.
Anyone have any actual ratings info from 1962-1970 as to how KFXM and KMEN did against each other?
K/men started REALLY kicking KFXM's behind AFTER KFXM fired all the jocks in late '63.
1964 saw K/men run away with the Pulse numbers.
Up until the 4th quarter of 1963, KFXM still held their own.
